You can fix a slow battle system with frameskip... For example, using the great Pete's plugins, you can do this:
Pressing the Delete key (or any other you have it assigned to) during gameplay, you'll show the plugin's menu. Stay in the first box: it controls the framerate throttle. With Home and End (or any other keys you had configured), you can cycle between autodetect max FPS (which should run the game at normal speed), a custom speed you set in options ("FPS limit (10-200):"), and no FPS limit - display the game as quickly as your machine is able to emulate it. Using this mode it should run like hell, but if it's too fast/irregular, you can set FPS limit to something you want, for example 120 (double speed (2*60)) and use this mode instead.

I haven't done much in FF8 because of Chobits and real life. I'll try to play some more during Xmas.
The problem is that the characters respond slowly.
IE:
I tell Zidane to attack.

Vivi's turn comes up, I have him use fire.

Zidane attacks

Vivi casts fire
So I have a hard time timing my healing and such >_<
Even so, you can make battles fast-paced by setting the game speed to 150%/200%.
